The Metropolitan Community Aid Council ("MCAC") was founded in the 1960s by Willie Hardy, an African American woman, to provide aid, shelter and job placement for homeless in the Washington D.C. Area. Hardy, who was widowed in 1970 while raising seven children, was an activist who also led the Black United Front and was elected to the Council of the District of Columbia when it was first established in 1974.We've located a CIA report released in response to a FOIA request that mentions Hardy planning four separate rallies in Washington related to the one year anniversary of King's death.
